We have made progress on identifying the issue and have been able to implement a workaround. We are now seeing delivery rates return to normal.

Update -
We are continuing to investigate this issue, and have been in contact with Microsoft to identify the issue.
Delivery rates have appeared to improve since 11:30, with a lesser percentage of these delivery errors.

Investigating -
We are currently seeing a siginifcant proportion of emails that we are sending to microsoft domains (e.g. hotmail.com, hotmail.co.uk, outlook.com, etc) not being delivered. No other receiving domains appear to be affected. We are investigating this issue and will update asap.
